How the Loophole Works

Russian crude oil is sold to refineries in India, China, Singapore, etc
It's mixed with other crude and "substantially transformed"
The refined product is legally imported to Australia - no longer labeled ‘russian’
Putin’s government receives taxes and royalties from the original crude sale

This is how Russian oil is laundered and ends up in Australian cars, homes, and businesses.

Why It Matters Now

Russia is escalating its attacks — launching record numbers of drones, missiles, and bombs at Ukrainian civilians, homes, and hospitals. These deliberate war crimes are being funded in part by your petrol purchases.

As your constituent, I am writing about a shocking contradiction that undermines Australia's support for Ukraine: while we send military aid to defend Ukrainian homes, hospitals and schools, Australia is simultaneously one of the Kremlin’s largest customers for refined oil products, funding the very missiles targeting those very same civilian facilities.

Recent analysis reveals that since 2023, Australia has imported more than $3.7 billion  worth of fuel refined from Russian crude oil, delivering $1.85 billion in taxes to the Kremlin. That is more than Australia’s total aid to Ukraine since the start of the full-scale Russian invasion.

Every time we fill our cars with petrol, Australians are unknowingly financing Russian war crimes whilst sending Bushmasters to defend against those same weapons.

This contradiction has become even more urgent as Russia intensifies its barbarous and immoral assault on Ukraine - launching a record number of drone, cruise and ballistic missiles at civilians all across the country in recent weeks. These attacks have deliberately targeted cities and towns, hospitals and residential neighbourhoods.

We have to do our part in Australia to help bring an end to the daily war crimes that Russia is committing against Ukrainians.

We urge the Australian Government to:

1. Stop funding the Russian war machine by importing refined Russian crude oil.

While the Australian Government has been exemplary in imposing sanctions on direct Russian oil imports, Australia must close the sanctions loophole immediately.

2. Help Ukraine defend itself by sending more military equipment

Australia has been a steadfast supporter of Ukraine and has sent critical military equipment such as Bushmasters and Abrams tanks to Ukraine. Ukraine will be forever grateful! Ukrainians are willing to fight for their freedom and the right to exist, but they desperately need the tools to get the job done – Australia has warehouses upon warehouses of old, decommissioned equipment that is of no use here, but would save lives in Ukraine!
